Car repair...bad mechanic, what should I do?

i have a 1997 Toyota camry, while driving it I was at a red light and the engine just stopped. I turned the car off, turned it back on and it wouldnt start. There was a mechanic shop right there so I put the car in neutral and asked them to look at it, they said we will call you once we have a chance to look at it. Well they never did, I called back and they told me they dont know yet they are still looking at it. I called next day and the next day, finally he told me I need a new feul pump some fan sensor and timing belt. I asked how long it will take he said tom morning it will be ready, well, again it took 3 more days then he said It was ready. I go down there and guess what? He says it will be $700, I pay that, I ask wheres my car he says its almost ready, after an hour I ask him when will it be ready? he says tom morning. I leave and pick up my car next day, it stops on me again, I have it towed back ($100) to his shop. He looks at it and says oh its the battery it needs to be charged, pick it up tom. So i pick it up, and after 2 more days, it does the same thing, I have it towed again to his shop, he says oh now its your transmission. Im like how much is that gona cost me? He says I dont know, just leave it and we will let u know. I didnt trust him one bit, so I told him im taking it to another mechanic and if its what you were suppose to fix and didn't then we will see.. he was like yea ok go ahead. So i took it to a nice well known shop, the guy looked at it, did road test and it stopped on him, he told me the timing belt they put in is too tight, the bolts are loose, they are not even secure, and the "crank shaft" something where all the wires are suppose to be right, aren't when the first guy worked on it he did'nt fix it, he left them in like a hurry job, all in all he would never let a car like this out in the road. And the transmission is PERFECT. He said my suggestion to you is get it fixed now from me for $500, and then go back to him and take some of your money back, because he obviously does not know what he is doing. He said he doesnt know how that guy can put a car that stops out in the road, he dusnt have a conscious. The first guy wont answer my calls, and he doesnt come out when i go to his shop...Should I sue him? report him? Any opinions?
