System restore to reinstate windows?

I have a EMachines desktop thats pretty old, and it has deleted windows completely. Not even reformatting will allow windows to startup, it give me an "Error loading windows", and i'm at a loss. I was wondering if there was some sort of system restore through the MS Dos that I can do or something to make it work again.. Any suggestions?
