Whats with the black people ratio in Tron?

African americans are 14% of the population, but on the grid it seemed like black people only had 1% of the characters and .0001% of the dialogue. Since Flynn created all the human like programs on the grid, was this a strategic move on the part of disney to show that Flynn was subconsciously racist?
